However not all projects fit in the scope of the portfolio, a choice should be made based on predetermined criteria. The projects in the portfolio should be executed in the order of value, taking into account what is practical with the available resources. What do I need in a PEP to establish project reporting and control? The paper will present important aspects of the PEP for effective cost & time management for managers. It will show the importance of the PEP is in clarifying the scope of work and how the project will be designed, constructed and controlled. By clarifying the project plan the cost estimate and schedule will be more accurate, the reporting more focused and the control more effective. The author is past national president of AACE International and past Chair of the International Cost Engineering Council. He teaches project, cost and time management courses including project execution planning.
